POSITION SUMMARY:
This position is responsible for the Accounts Payable, Accounts Receivable, Payroll, Fixed Assets, and Fund Management operations for the Arizona Supreme Court and the management of personnel within these units. Primary duties include assisting the Chief Financial Officer, Division Directors, and Program Managers on state financial matters as they relate to the financial management of the Supreme Court and its programs. Ensure accounting and fund management procedures, reporting, and audit protocols are in compliance with Judicial Branch and statutory requirements. Assists with staffing and implementation of special projects resulting from legislative mandates, research initiatives, training programs, and division operations.
This position will provide leadership for the accounts payables and receivables, payroll, fixed assets, and fund management units and is responsible for the recruitment, training, performance management, and termination processes of all staff members. This position will also review and present monthly summary financial reports, assist in developing formats for monthly and ad hoc financial reports, and prepares and/or directs the preparation of complex financial and administrative reports. This includes monthly, quarterly, semi-annual, and annual financial and program reports.
Additionally, this position will analyze applications for grant requests, assist in the development and/or maintenance of the unit’s policies and procedures, as well as monitor, analyze, and interpret fiscal impact of legislation as it relates to the court’s appropriations and responds to fiscal inquiries from the Legislature, Administrative Office of the Courts (AOC) Executive Office and Chief Financial Officer. Conduct fiscal impact analysis on legislative and policy/procedure actions, conduct training sessions for AOC staff on finance and accounting related policies and procedures, and will conduct and schedule periodic review of policy and procedures as to compliance with internal controls, procedural standards, and Arizona Revised Statutes.
After an initial period of at least three months in person, this position may offer the ability to work remotely up to two days per week, based upon the department’s business needs and continual meeting of expected performance measures.

MINIMUM REQUIREMENTS:
The successful candidate will possess a bachelor’s degree in finance or accounting. Seven years’ experience in a professional-level financial position, with five years’ experience in a supervisory/management role. Experience may substitute for the degree.
The successful candidate will possess excessive knowledge of accounting and auditing theory, principles, and practices and their application, skill in analyzing and interpreting fiscal and accounting records and preparing clear and concise financial and administrative reports, extensive knowledge of research, analysis, interpretation, and implementation methods and techniques of applicable rules, regulations, policies, and procedures, and knowledge of payroll processing guidelines including relevant local, state, and federal regulations. This position also requires excellent interpersonal skills, excellent verbal and written communication skills, and demonstrated knowledge of financial audits.
The preferred candidate will be a Certified Public Accountant; have extensive knowledge of the principles, practices, and methods of government accounting, audit methodologies, accountability, and fiscal management; knowledge of New World Accounting System; and knowledge of Arizona Judicial Minimum Accounting Standards.
