Ranch is a 4,400-acre community located adjacent to the McDowell Sonoran Preserve in north Scottsdale, Arizona. The community is composed of 25 diverse neighborhoods within four distinct villages that interact with shared open spaces to create a sense of living with the land. The first home was completed in 1997, and there are currently 2,800 homes and approximately 7,000 residents on the Ranch.

Ranch is governed by three entities: DC Ranch Community Council, Ranch Association, and the Covenant Commission. All three entities work toward the same goal: to serve residents and create a community that is beautiful, functions well, and creates a deep sense of belonging.

OVERVIEW: The Director of Finance and Administration (DFA) serve as the strategic leader responsible for financial management, investment oversight, and accounting functions of the Community Council; managing a budget of $6M and investments within the reserve and capital funds. In addition, the DFA provides executive oversight of information technology and human resources across all three DC Ranch governing entities (Community Council, Ranch Association, and Covenant Commission). This role ensures that financial and administrative practices align with DC Ranch’s values, mission, and brand standards, while emphasizing strategic planning, cross-functional collaboration, operational efficiency, and excellent customer service.

POSITION RESPONSIBILITIES:
  • Develop and implement long-range strategies for fiscal sustainability across the Community Council.
  • Oversee general ledger integrity and accounting functions, ensuring accurate and timely reporting within Caliber software.
  • Analyze financial reports and present results to the Executive Director, Finance Committee, and Boards of Directors.
  • Lead the preparation, monitoring, and reporting of operating, reserve and capital budgets: manage the budget software platform and provide guidance to staff on effective utilization.
  • Oversee investment funds, providing analysis, recommendations, and performance reporting.
  • Establish and monitor financial, accounting, and collection policies and procedures; ensure robust internal controls and risk management practices; educate staff on compliance and best practices.
  • Manage the annual audit and tax return process with the selected audit firm.
  • Conduct forecasting, compensation analyses, and financial studies; review vendor contracts for cost savings and operational improvements.
  • Ensure compliance with federal, state, and local regulations, including GAAP and tax laws; advise leadership on necessary actions.
  • Oversee and coordinate Council and shared insurance policies and renewals.
  • Serve as staff liaison to the Finance Committee; support other committees and task forces as needed.
  • Provide financial orientations for new Board and Committee members, and present at the Resident Leadership Academy.
  • Act as liaison with legal counsel regarding accounts in collections.
  • Collaborate with the Ranch Association Director of Finance to coordinate shared services, ensure compliance, and support cross-entity financial reporting.
  • Supervise, support and develop staff of three managers (Finance, IT and HR).
  • Oversee Human Resources functions through the HR Manager, including payroll, benefits, recruitment, onboarding, retention, policy management, training, performance management, and employee recognition. Serve as backup for payroll processing and review payroll filings for the Community Council.
  • Manage the IT Manager to ensure secure and effective technology solutions.
  • Promote a culture of continuous improvement and strong systems of internal control to safeguard the financial integrity of all governing entities.
  • Perform other related duties assigned by the Executive Director.

QUALIFICATIONS:

  • Bachelor’s degree in Accounting, Finance, or Business Administration required; Master’s degree in Finance or Business Administration preferred.
  • Minimum of eight (8) years of progressive finance experience, including at least five (5) years in a supervisory role managing professional staff; experience in community management finance helpful.
  • Professional certification such as Certified Public Accountant (CPA) or Chartered Financial Analyst (CFA) preferred.
  • Advanced proficiency in Microsoft Excel; strong working knowledge of other Microsoft Office applications.
  • Experience with Caliber or comparable financial management software preferred.
